How this is calculated
Occupancy is time spent handling contacts divided by time logged in. Contacts multiplied by handle time gives the numerator; agents multiplied by the length of the period gives the denominator. Everything outside logged-in time — breaks, training, absence — is shrinkage, and belongs in a different calculation.

Worked example
Twenty agents logged in for an eight-hour shift handle 1,200 contacts at six minutes each. That is 7,200 minutes of handling against 9,600 logged-in minutes — 75% occupancy, inside the healthy band. The remaining 2,400 minutes are not waste: that is the spare capacity that lets the queue be answered quickly.
Occupancy is not utilisation
Occupancy measures only logged-in time, so breaks, training and meetings sit outside it — those belong to shrinkage. Utilisation measures against the paid shift and includes them. An agent can be 85% occupied while being available for phone work barely half of what you pay for, so quoting one when you mean the other misleads badly in both directions.
Occupancy and service level pull against each other by construction. Answering calls quickly requires agents sitting idle waiting for them, so a queue staffed to answer 95% within 20 seconds will necessarily run lower occupancy than one staffed to 70%. Treat 83% as a ceiling rather than a target: sustained operation above it is associated with burnout and attrition, and attrition is far more expensive than idle time.

If 20 agents are logged in for an eight-hour shift and handle 1,200 contacts at six minutes each, that is 7,200 minutes of handling across 9,600 logged-in minutes — 75% occupancy.
- What is a good occupancy rate?
- Between 75% and 85%, with roughly 83% observed as a practical working maximum. Below 70% you are either over-staffed or agents are logged in while doing other work. Sustained above 85% is associated with burnout and attrition — it is a number to treat as a ceiling rather than a target.
