send_message_to_contact
Sends a message to a customer, either as a reply in an existing conversation or by starting one with a contact on a channel. The organization may hold it for a person to approve first, in which case nothing is sent until they do. WhatsApp only allows free text within 24 hours of the customer's last message.

From a person's key the send is held for approval unless the organization relaxed that. Each call carries an idempotency key, so a retry never sends twice.
