place_call
Has a Finn (a voice agent) phone one number now. It spends wallet credit, and the organization may hold it for a person to approve first, in which case nothing is dialed until they do. Returns the call id; read the outcome later with get_call.

Spends wallet credit. Held for approval unless the organization relaxed outward holds; refused while holds are off.
