Moves a record to another pipeline stage. The stage's checks must be met and cannot be waived from here. The first call only returns a preview and an approval link.

Asks first: the first call changes nothing and returns a preview, an approval link for the key's owner in Finn and a confirm_token; the action runs only when the same call is repeated with the token after the user approved.
