create_finn
Creates a new Finn, a voice agent for phone calls or (with channel 'chat') a text chat agent, from a name and three persona blocks that are joined into its workflow prompt. The Finn is saved as a draft and is not live until someone launches it in the dashboard. Returns a dashboard link, the Finn's id and the organization it was created in.

Keys made before scopes existed count as having the finn scope.
