Three meanings
A call carried over the internet. This is the technical meaning: audio is packetised and sent over IP, then handed to the traditional network if the other party is on a normal phone. Most business calls already work this way.
A call to a virtual number. A number not tied to a physical line or location — it forwards to wherever you actually are. Businesses use these for local presence in a city they have no office in.

Why it matters practically
For most businesses the technical distinction is invisible until something goes wrong, and then it explains the symptom.
Quality depends on your network, not the phone company. A traditional line degraded predictably. An internet call degrades with congestion, jitter and packet loss, which vary through the day and are usually fixable at your end.
Location is decoupled from the number. Agents can work anywhere. So can problems: a call routed through a distant region carries the latency of that trip, which is why voice latency is worth measuring on the real path rather than assumed.
Features become software. Recording, routing, transcription and analytics stop being telephony hardware and start being configuration — which is why they arrived so quickly once calls moved to IP.
